The idea of ​​creating a charitable foundation came to Viktor Volkov in 2008. At that time he had just become a member of the Odessa Regional Council. Being a person with managerial competence and entrepreneur experience, he tried, in deed and not in name, to make the life of residents of Ivanovo district better, safer and more comfortable. Audiences with the residents of the area, giving a hearing to their immediate problems – all this made it possible to arrive at a decision that there is a special vulnerable population stratum – people with disabilities, who cannot help themselves.

 

Originally, “Humanitarian Fund “Unity of Society” was created to provide targeted assistance to the physically challenged with disability status and without it. Until now it is impossible by force of circumstances for many people in Odessa region to arrange and pay for inpatient care in district and regional hospitals trying to collect all the necessary information and analysis for disability status. The benevolent fund “Unity of Society” was registered in December 2008 and in 2009 started its activities in Ivanovo district of Odessa region.

At the beginning, the main task of the fund was determined as creation a system of constant targeted assistance to the needy residents of Ivanovo district in Odessa region, including old-aged citizens and the disabled. Together with the Regional State Administration`s Department of Labour and Social Policy a pilot project was worked out designed to assist low-income citizens. Our volunteers held an opinion poll among the citizens in local communities in several rural councils of Ivanovo district. This pole made it possible to determine the basic needs of residents, the state of their health and social service agencies in the field.
